For more than 30 years, the Township has been aware that the existing culvert would need replacement. Construction of this project commenced in 2018, and the Township is now in a position to share the full financial disclosure of the largest infrastructure project it has ever undertaken. The complete cost for the Brock Street Culvert Replacement Project, including litigation and settlements, totalled $26,073,557.

While construction of the Brock Street Culvert Replacement Project concluded several years ago, legal disputes between the general contractor, Brennan Paving & Construction Inc., the engineer and contract administrator, AECOM Canada Limited, and the Township of Uxbridge persisted.

Starting in 2021, Brennan and AECOM sued the Township for a combined claim of approximately $8.75 million. The Township filed a claim of a similar amount against Brennan and AECOM, while AECOM submitted a smaller claim against both Brennan and the Township. On January 16 & 17, 2024, mediation occurred, and a framework for potentially settling the construction claims was determined. This was finalized on December 24, 2025. The claims against the Township were settled for 5.26% of the original amount, totaling a net amount of $460,000, reflecting additional work conducted by Brennan and AECOM. This settlement brings this project to a close.

Ultimately, replacing the structure was necessary to ensure the safety of those living, working or travelling through the downtown area. The pre-existing culvert was over 100 years old and failing. This project represents an investment in the future of our community, and the Township is now focused on redeveloping historic downtown Uxbridge.
